Amazon Seller using Pan-EU FBA: Netherlands will Become a Required Marketplace Starting June 2025

Effective June 25, 2025, Amazon sellers participating in the Pan-European Fulfilment by Amazon (Pan-EU FBA) program will be required to have active product listings on Amazon Netherlands (Amazon.nl) to remain eligible for the program.

The Pan-EU FBA service enables sellers to store their products in one of Amazon’s European fulfillment centers. From there, Amazon manages the logistics—redistributing inventory across its European network to meet customer demand, handling shipping, customer service, and local delivery, while reducing costs and improving delivery times.

What’s Changing?
Currently, sellers need to have listings in Germany, France, Italy, and Spain to stay part of the Pan-EU program. However, beginning in late June 2025, the Netherlands will also become a mandatory marketplace. If sellers do not list their products on Amazon.nl by that date, they risk being removed from the program.

This change affects both current and new sellers:
Existing products (ASINs) must list products on Amazon Netherlands by June 25, 2025.
New ASINs added after June 25 must be listed simultaneously in Germany, France, Italy, Spain, and the Netherlands.

VAT Considerations in the Netherlands
At this time, registering for Dutch VAT is not a requirement under the new listing rule, since inventory is not being stored within the Netherlands. However, if you plan to use third-party warehousing or hold stock in the country, a local VAT registration may be necessary.

What This Means for You
This update represents Amazon’s continued expansion of its Pan-EU infrastructure.
